PMC Research is conducting the following two distinct Regulatory Impact Assessments (RIAs) on labor migration, assessing the current legislation on labor migration and proposed changes to the law:

  • Regulatory Impact Assessment (RIA) on Employment Agencies Facilitating Labor Emigration from Georgia – the key objectives of this intervention are to support effective protection of the rights of labor emigrants who receive services from intermediaries and to ensure collection of reliable statistical data on their migration patterns.
  • Labor Immigration Regulatory Impact Assessment (RIA) – the key objective of the intervention is to improve the quality of information obtained by the State on the activities of labor immigrants, both qualitatively and quantitatively.

The assessments comprise a comprehensive evaluation of the likely consequences of the planned changes to the Law of Georgia on Labor Migration and other normative acts. In the course of both assessments, the respective RIA team identifies and defines the given problem, describes the baseline scenario, formulates the objectives of the intervention, elaborates potential alternatives with respect to the relevant regulatory interventions, analyzes and compares the impacts of these alternatives, and eventually proposes preferred policy alternatives.
