This project aims to assess the expected effects of the planned change of the Government of Georgia’s (GoG) Ordinance “On the List of Industries with Specific Operating Conditions" on the business sector.

 

According to the Decree of the GoG "On Approval of the List of Industries with Specific Operating Conditions," industries and sectors are listed in which enterprises are permitted to set a 48-hour working week for employees (compared to the standard 40 hours), as their jobs routinely demand longer than eight hours per working day.

 

The GoG plans to make changes to the Ordinance and reduce the list of industries with specific operating conditions to some extent thereby limiting the number of businesses or organizations with the authority to set a 48-hour working week.

 

In this regard, PMC Research Center is conducting a study to assess the expected effects of the planned change on the business sector and is carrying out the following activities:

 

  • General economic review of the selected sectors;
  • A survey of Business Association of Georgia (BAG) members;
  • Mapping of stakeholders and selection of respondents;
  • Consultations with stakeholders (state representatives, as well as representatives of the business sector and business associations) to validate the research results;
  • Data analysis; and
  • Assessment of the expected effects of the planned change of the Ordinance on the business sector, using the following four economic variables: number of employees; average labor remuneration; average number of hours worked per week in a person’s main job; and overtime pay.
